U.S. stock futures declined on Monday following Moody’s Investors Service's decision to revise the U.S. credit rating outlook from stable to negative. Dow Jones Industrial Average futures dropped by 6 points, while futures linked to the S&P 500 and Nasdaq-100 both saw a decrease of around 0.2%. Investors are closely monitoring October's monthly federal budget and the Federal Reserve Bank of New York's October consumer expectations survey. Fed Governor Lisa Cook is set to deliver remarks on Monday morning, anticipating the release of the monthly consumer price index data on Tuesday. Despite two consecutive weeks of gains, with the S&P 500 rising by 1.3%, and the Dow and Nasdaq gaining around 0.7% and 2.4%, respectively, concerns about the credit rating outlook influenced the pre-market sentiment.

Citigroup turned bullish on HP Inc (HPQ), upgrading the stock to "Buy" and assigning a $$33 price target, representing potential upside of 16.3% from Monday's close.
Noah Holdings Ltd ADR (NOAH) has won the favor of UBS's equity research team. The firm upgraded the shares from Neutral to Buy and moved their price target to $$18, suggesting 36.72% additional upside for the stock.
Axis Capital Holdings Ltd (AXS) received an upgrade from analysts at Keefe, Bruyette & Woods, who also set their one-year price target on the stock to $66. They changed their rating on AXS to Outperform from Market perform in a recently issued research note.
Earlier Monday B of A Securities reduced its rating on Enact Holdings Inc (ACT) stock to Buy from Neutral and assigned the price target to $30.
Citigroup analysts reduced their investment ratings, saying in research reports covered by the media that its rating for 2U Inc (TWOU) has been changed to Neutral from Buy.
Analysts at Cantor Fitzgerald downgraded Omeros Corporation (OMER)'s stock to Neutral from Overweight on Monday.
